Animal rights activists are touting this as their greatest victory ever! The Puppy Protection Act sounds cute and fuzzy but it has teeth that will bite into each and every family that has animals. Senator Rick Santorum has amended the Puppy Protection Act onto the federal Farm Bill, not allowing public testimony or input. Those of us most affected by this proposal have not been allowed to voice our concerns or opposition.

It has long been known that the goals of the animal rights movement are to end the ownership and enjoyment of animals, including dogs, cats and other household pets. They want to cease farm operations, end the eating of meat, ban hunting and fishing, stop all rodeos and grant animals equal rights to humans.

The Puppy Protection Act (PPA) is deceiving in that it sounds like it will benefit puppies. Instead, it incurs such restrictions on dog owners that virtually no one can comply. The PPA requires the federal government to set standards for when to breed and how frequently to breed dogs. The Animal Welfare Act currently does not regulate the breeding of any animals regulated under the Act. They should not have the authority to control the breeding of domestic animals.

The PPA requires the federal government to establish and enforce "socialization" standards for puppies and dogs. No two breeds are alike in temperament and individual differences exist within each breed. To write a standard socialization program is impossible to enforce and invasive on the rights of the owner.

The PPA imposes a three-strikes-and you're-out standard for non-compliance with inspections. Breeders have been written up for such things as cobwebs in corners, puppies chewing on their enclosures or a drop of food in a water bowl. The three strikes provision would take place over an eight-year period.

The Puppy Protection Act does not only apply to volume breeders but includes hobby/show breeders who breed even one litter of puppies. Animal rights activists are seizing the opportunity to prey upon the emotions of the unknowing public and are seeking their help in passing this invasive amendment. If they are successful with this ACT, other farm animals will follow until agriculture interests become a thing of the past.

PLEASE ACT NOW! TIME IS CRUCIAL. The vote could come up as early as March 22, 2002. Please call or fax any or all of the following Senators and Congressmen. Ask them to VOTE TO REMOVE THE PUPPY PROTECTION ACT FROM THE FARM BILL.
